Does "ldd `which qtecasound` |grep libstdc++" give output:

--cut--
        libstdc++.so.2.8 => /usr/lib/libstdc++.so.2.8 (0x407de000)
--cut--

If it does, this a common, and unfortunately yet unresolved, problem.
You can get around this by:

--cut--
export LD_PRELOAD=/usr/lib/libstdc++.so.2.9.0
qtecasound
--cut--

Well, I prefer /usr/local/lib myself. Ecasound rpm-packages
are all relocatable, so you can also install to /usr/lib if
you want.
