most probably the ecasound binary is not found. The PHP ECI
implementation needs to be able to fork the ecasound binary to provide any
services. If the binary is not found, the PATH is set incorrectly, or some
PHP/web-server security settings are preventing from running the binary,
the ECI API will be unusable.
