Yup, a bug. All mod-delay effects crashes if delay was
set to zero:
# doesn't crash:
ecasound -i null -o null -etc:1,0,0,0
# ... seg.faults:
ecasound -i null -o null -etc:0,0,0,0
Fixed and in CVS. Thanks for the report!

Actually there's no test at the moment. If the parameter
is not given, it is assumed to be 0.
