This is probably confusing ecasound. Try setting ecasound's internal
sampling rate to 8000, and try -y:xx again. In other words:

ecasound -sr:8000 -i:minute.wav -y:5 -f:16,2,8000 -o foo.wav -t:10

... should write 10 seconds of audio from minute.wav, starting at
5.00sec, to foo.wav.

Newer ecasound versions (2.1, the current development series) don't have
this problem as there is no implicit resampling anymore.
