No, db stuff only affects non-realtime objects. They don't affect the
latency in any way.

This is to be expected. Purpose of -z:db is buffer audio object, which
don't meet realtime requirements (for instance disk i/o operations
sometime last too long). So if you disable the buffering with -z:nodb,
nonrealtime objects can block the engine. And if the engine is blocked, so
is the jack client (-> xrun). Because of this, in 2.1devX -z:db is enabled
by default.
