This is not possible with the native effects. There are few -ei like
pitch-shifters available as LADSPA plugins (check Steve's plugin set at
http://www.ladspa.org). I guess those plugins are best place to start for
making a time-stretch effect as they already do the FFT conversion. Who
knows, Steve might just write one if asked nicely. ;)
