That's what I thought too.. but it doesn't work as we expect. Removing the
first chain makes the background music work just as expected, but with the
addition of the 1st chain (the voice) it falls apart. As soon as the voice
is finished playing at the 10s mark, the 3rd chain jumps up to 100% volume
and sticks there until playback is complete at 15s. Can anyone confirm
what I am seeing? Its important to keep in mind that voice.way is exactly
10 seconds.

I've tried many many combinations of gates, and nothing seems to help.
