That is a fair question!

I notice that the arguments like -chcopy:1,1 -chcopy:2,2
are non functional, as far as I can tell, and I think you
can get rid of them.

Second, I don't see how in your example the sound gets from
the input file rec16.wav to chain TL. Every chain must have has one input
and one output. So where is the input for chain TL?

Also, ecasound may give you helpful debugging information if
you run it with the -ddd option (-dd and -d give less
information, respectively.)

Also, you started ecasound with the -c option, so you can run
commands such as fs, es to inspect the setup.

Does the plugin work properly when applied to a stream
with one or two channels?

Did you try the other gates, 1921 or 1922?

I notice that 1922 is called a stereo gate, so I wonder how
relevant channel count is to this function.

You may try looking for some other gate effect, but as far
as I know, the Steve Harris plugins are mature
and battle-tested.
