As it works with another ALSA card, it is most likely an ALSA bug/issue.
Try:
ecasound -i file.wav -f:32,10,44100 -o alsa,hw:0
This bypasses alsa-lib's plugin system altogether. If it still hangs,
you'll need to report the the problem to ALSA devs (works with one card,
hangs with another).
