Ok, answering my own question ... This does appear to be a documentation
error. The second start-value,end-value pair isn't needed. The following
commandline works to control the Hz of an analogueOsc with a triangle
shaped -kog ranging from 20-5000Hz at a frequency of .1 Hz.

ecasound -b:64 -f:24,2,48000 \
          -i:null \
          -el:analogueOsc,4,300,0.5,0.5 \
          -kog:2,20,5000,0.1,1,3,0,0,0.5,1,1,0 \
          -o:alsaplugin,0,0
