Easiest route is adding support for it to libsndfile or libaudiofile (both
supported by Ecasound).
Another approach is to call the speex tools speexenc and speexdec from
Ecasound. This is how mp3 (via lame/mpg123) and ogg (oggenc/ogg123)
support is implemented in Ecasound.
