Well, I don't know perl nearly well enough to do the port, so it's not on
my task list. But still, I agree that a perl impl. of ECI would be very
useful to have. I mean it's quite uncommon that there are python bindings
available, but no perl bindings! ;)

But, but, we need someone (who knows perl) to do it. The task should be
relatively straightforward and I'm willing to help in the ECI
details. For instance the python implementation is really simple - the
whole thing is in pyecasound/pyecasound.cpp, which is only 186 (!) lines
of code. So I'd guess the perl ECI module shouldn't be much bigger than
that...
