I don't really know much about this stuff, but it seems to me that
since all the headers in ecasound-devel #include config.h, the only
way to compile applications using libecasound is to steal autoconf
code from ecasound, or to compile in ecasound compilation tree.
Either way, you'd need the source, which makes having devel-rpm quite
pointless.
